430 or 304 for motor parts?

430 is chromium-only, lower cost and magnetic — fine for shrouds where appearance and corrosion resistance are not critical. Structural parts like end covers more often use 304.

Can the centre hole and outside diameter be cut in one operation?

Yes — ring and disc products are cut to drawing, with concentricity agreed on the drawing.
